First, subtract 2x from both sides of the equation:

-3y = -2x - 8

Now, divide both sides by -3 to get:

2x-3y=-8
add 3y to both sides to get rid of the -3y on the left
2x=3y-8
add 8 to both sides to get rid of the -8 on the right
2x+8=3y
divide both sides by 3 to get y by itself
y=(2/3)x+(8/3)
