Get y on one side by itself.
3x + 7 = 2y
Divide by 2.
(3/2)x + (7/2) = y
7/2 is the y-intercept, so find the point (0, 3.5) on your graph and mark a point.
3/2 is your slope, so 3 up, 2 across from each point.
