That is what they say. The key is how much power do you use. See, I can use a incandescent light bulb, and use only that light for a length of time, and save money on the bill I get from the power company. Instead of using all the lights in my place all at once and I am only in one room is a waste of energy, and I am going to get a big bill. It is how you use energy, to save money and stop energy waste, and slow down the pollution that goes into the air, land, and water. However, just to note: always recycle your bulbs, because it contains Mercury and White Phosphate in them which we don't want seeping into our land and water we use that can harm us all.

On that electric bill yes because they give the same lumens as a standard bulb of 4x the wattage. Are you saving money overall, not if you pay $5 for each of them?

Yes, CFLs (compact flourescent lightbulbs) use about a quarter the energy incandecsent bulbs do AND they last 10 times longer. Even though you spend more initially (CFLs get cheaper all the time), you will save energy and money.
You may also spare your air conditioner some use in the summer if you use CFLs. About 90% of the energy of incandescent bulbs is lost as heat, whereas CFLs lose only about 10% of their energy as heat.
When they do eventually burn out, give them to your city's hazardous waste program so they can dispose of it properly since CFL contain a tiny bit of mercury.
And hey! lighting our houses accounts for about half of our greenhouse gas emissions, so every bulb switched to a CFL brings us one step closer to curbing global warming!
