What explanations are out there for this?

Sometimes it is just a false feeling and no one is in fact staring at us whilst other times it is correct, someone IS staring at us.
It may be invisible signals that our brains are able to pick up like smell or some kind of electrical signal, much like what happens when you first meet someone and in less than a second decides if you like or dislike that person.
I don't think it has anything to do with psychic powers or any other type of supernatural ability. It is a matter of brainwaves or other means of communication that is natural to the human body that we have not yet learned how to master or understand. It's like asking: Why do the hair on my arms sometimes stand up when i listen to music?
Besides like i said, it is not always correct either. Half the time no one is staring at us at all, we need to polish our skills that's all. :)

It is an eerie feeling isn't it? I'm always feeling that. Sometimes I think it's because I ran out of the house just to go to the store & pick up something I need. But when I get that feeling, I take a look at myself to make sure I'm dressed properly at least. I think we all have a 6th sense in some way. It's like the others said, They send off a type of vibe or an energy signature. Most of the time if you feel like someone is staring at you, you're probably right. I know I will turn around real quick only to find someone looking at me. Gives me the heebie jeebies.

I would say it's because of the energy what people have. Or it could be for protection from years ago. Hundreds of years ago our senses were more sensitive than they are now .so if we were being watched by a predator we would sense it so that we didn't get killed. That maybe the reason why we can still sense it now.
For our protection might be the answer.

Telepathy!!! ( : Actually when I've tried staring at people and seeing if they look around, knowing their names and talking to them in your head works better....

We had a thrid eye in past history and this is the reason...{Location in back of head} no logic but I have never forgotten that,
