Ron wasn't the only person that broke the notveryenforced pet guidelines. Ginny had a Pygmy Puff (book 7), Lee Jordan had a tarantula( book 1), Percy had scabbers before Ron did, lavender brown had a pet rabbit (book 3)

Frogs and toads (out of fashion), cats (and kneazles), owls of course. Rats too since Ron was allowed to bring Scabbers. If you have the time, go to HP Lexicon and check out the bestiary. They'll have all the information on a particular animal. Link below.

The list from Hogwarts said: a student may bring a cat, owl or frog.
But as we have seen Ron brought was he thought at the time to be a rat and Ginny brought Arnold the pigmy puff so I guess there are exceptions.
