i want to toughen up my pregnancy belly cast before painting it.

Yes. Be sure to give the layers time to dry, otherwise you could potentially have a moldy mess, with the outer layers dried and the inbetween layers taking too long to dry.
You can use regular plaster over the bandages now too, to make it tougher and thicker.

Yes, but the dry ones tend to suck the moisture out of the wet ones. The result will be a drier mixture in the wet ones which may affect the cure. Experiment a bit with over wetting them maybe.
