Genetic engineering is a technique which involves the transfer of a gene from one organisms to another through a vector. For this you need a vector(virus or plasmid), an enzyme which removes a gene from one organism(restriction enzyme), and another enzyme that ligates this gene to the vector, and finally its transfer to the other organism. The idea is to use the transgene for the manufacture of specific molecule or give the recipient organism the qualification that the transgens has.

Genetic engineering is a broad topic in science and being more specific can help. Genetic engineering involves manipulation of genes for various reasons, such as improvement in plants for pest resistance or searching for cures for genetic diseases, like Tay-Sach's syndrome. Any good book in genetics can answer many of your questions. Ask a teacher or a professional for recommendations.
