I think you may have hit on it, really. He couldn't really do it from where he was, and Bush can still access Rove any time he needs him. The Republican Party knows it's in trouble and Bush knows it's largely his fault. He doesn't show any humility about that, but he has to know that's how it is. It could be his and Rove's way of trying to repair the damage they've caused by sacrificing Rove to the job of trying to once again keep out the Democrats - especially since Sen. Clinton is such a threat.
Personally, I don't think that Americans will fall for it again. They've seen this act before and they remember what falling for it has cost us.
EDIT: I don't buy the theory some folks have that he left because he was about to be brought up on charges or anything of that nature. First, leaving the White House doesn't give him immunity from charges. Second, clearly this Administration isn't afraid of charges at all for anything - they've covered their butts and have all the fall guys they need. They won't even kick Gonzalez to the curb and there's actually evidence of perjury against him. I think you have it right hichefheidi.

it incredibly is obviously a political pass. The Bush approval score is so low and he can not run for President back, for this reason, Rove is disassociating himself with Bush with the intention to assist the Republican candidate (whoever that should be) win the subsequent election. it incredibly is supposedly his solid ingredient. this is all in trouble-free terms a ruse. he continues to be a Bush guy, yet only pretending to no longer be for the sake of the GOP. they're gonna' choose all the help they are in a position to get in '08 and this pass via Rove proves that they know it.

I think he'll go back to the active practice of smearing the opposition if Hillary is nominated. He's viewed as an expert in attacking the Clintons.
In the meantime, he'll be busy evading congressional subpoenas, writing his book, and giving speeches at $200,000 a pop.

I wouldn't be surprised if he played a key role in the election of another Republican politician. However, his name is mud to a lot of people, so hopefully people will be less likely to fall for his smear tactics.

He seems to have started, judging by what he said yesterday on Meet the Press and Fox. Sure seems similar to the tack taken by the Bush campaign against John McCain in 2000.
