Your damsel sounds as though it has the saltwater equivalent of Pop-eye, which has most of the same causes at that found in freshwater. This could be from a physical injury (fighting with another fish in the tank or hitting the eye on an object), or it could be an actual infection. See the photos in this link for comparison: http://home2.pacific.net.ph/~sweetyummy42/disease.html If you click on the name pop-eye where it appears in red, it will take you to a page with treatment recommendations.

This may be something easy to treat or not, all depending on the cause for the eye to swell. If possible, it would be best to isolate this fish from any others in the tank, just so it has a chance to heal and has an equal chance to feed.

It has a common bacterial infection. Decided if the damsel is worth putting antibiotics in your tank. If the answer is yes you can pick some up at the local pet store.
