I would suggest that you invest in 3 books that will give you a lot of information on this, especially procedure and safety.
The Guide to Kinky Sex by Gloria Brahme
SM101 by Jay Wiseman
Erotic Bondage by Jay Wiseman
These can be found on amazon relatively easily, and for very reasonable prices.
Do your research, start slowly, and communicate with each other. Talk about what you both want to try, plan it, talk about the plan, talk about it some more, once you start do 10 minute checks, afterwards process immediately and then process again a day or so later. There can not be too much communication! It ensures that you are both on the same page, and builds trust.
This type of play can be great fun and lead to even more experiementation if done correctly.

The keys to any successful tickling encounters are TRUST, RESPECT, and a desire to keep it fun for both parties.
As frawliscious said, silk ties and feathers are a nice start. In my encounters, I love to use ostrich feathers and/or peacock feathers and soft paint brushes.
I would also encourage you to invest in SPORTS CUFFS restraints which are very soft.
Start slow and always stay within her comfort level.
Feel free to IM me here or on my regular email and I will be happy to share my experiences, toys and techniques with you to help make this as wonderful as possibly for you AND for your wife.
I wish you both all the best!

lol... This is so cute. I like it.
Here's a few web sites:
www.bootyparlor.com
www.loverslane.com
www.adamandeve.com
Try them out. Booty parlor has this thing called the "good girl bad girl whipper tickler" that is a lot of fun... hehehe. They also have wrist and ankle cuffs, the band ones and the furry ones too.

Pardon me for saying, but i think She should be doing the tickling, not you.
i think Y/you both should agree to limits, but always allow for renegotiations..

She has to be totally relaxed and you have to accept her limitations. It's all about communication. You have to start slow and work your way up.
