No, Mars will never appear that large to us here on earth. This is a hoax email - NASA has a whole thing dispelling it, as does Snopes.com. A couple years back, Mars was closer to us than normal, and appeared a bright orange-ish star.

On 8/27 Mars will look like a point of light, slightly reddish in color, and even dimmer that some of other stars nearby (also points of light).
