Actually, Yes. The Vatican is apart of the U.N. It is a city-state of it's own so it does have that right and they do take it. I suppose they have little to say which is why people ask.

There are 192 member states (nations) in the UN, but the Vatican is not one of them. The Vatican is the one non-member observer state.

"Non-member State having received a standing invitation to participate as observer in the sessions and the work of the General Assembly and maintaining permanent observer mission at Headquarters"
