Is it getting spark? Im thinking if youve tryed to start it long enough to flood it, its not getting any spark. Try getting a new spark plug first, use a metal paperclip in the sparkplug wire and touch it near a ground( metal) and look for a sharp blue spark . If theres no spark then its either in the wiring harness/ignition switch/ or magneto.

Remove the spark plug and clean it. Let the mower sit for an hour or so with the spark plug out. Reinstall the plug. Put the throttle to about half and start it up. But, why did it flood in the first place? Did you choke it when it was warmed up? Is the air filter dirty? Don't crank it too long, this will damage the starter. About 3 trys and let is sit to cool the starter.
