is it better for a hermait crab to have gravel or sand

Is this a terrestrial hermit crab (the kind that live on land that you can buy with painted shells)? If so, sand or coconut fiber (look for EcoEarth or Bed-A-Beast) would be the best - the hermits need to burrow into it completely when they molt. Digging through gravel would be harder for them to do. The sand or coconut should be deep enough for the crab to be completely covered.

If the hermit is a marine hermit (lives completely in saltwater) it won't matter as much, but the material should be crushed coral or shell material to buffer the pH.

You shouldn't even have a hermit crab. All the hermit crabs for sale are taken from the wild. They cannot be bred in captivity because, like other crabs, they deposit their eggs at the shoreline. All people do by buying a hermit crab is deplete the natural supply.
