Anything divided by zero is infinite, therefore undefined, so its not possible to answer that. Normally if the numerator and the denominator are the same number the answer is 1, but in this case it is indeterminate.

(9-9)/(9-9) --> Write the problem.
0/0 --> Simplify the above expression.
Indeterminate Divide 0 by 0.
So the answer is indeterminate. If it was a limit, it would be 1, since you can cancel out the 9-9 terms out, leaving out the answer as 1.

In the form in which you wrote it, it is 0/0 which is undefined. If you mean limits, you have to specify the function.
