The probably easiest way to edit a html page offline, is, to open the file with a text editor, for example microsoft's editor.

So just go to Start > Run > type in "notepad" and click on OK. Now go to file menu > Open and open the web page.

A better way is, to download an advanced html editor and to open the file with it. I would recommend using KompoZer for this, as it is open-source software:

You can always download a webpage using the file/save as command. The you can edit the page with Notepad if you know your html (save as in Notepad and then hit F5 in your browser to see the change. Make sure the file has the htm extension and not txt.). But, as said above, the edits you make are only visible on the new version of the page that you have on your computer. The original on the internet remains unchanged unless you have the authority to upload the new version.

You have to be the Administrator of the Web Site to be able to make changes to the page or site, by logging on to the Host's server.

You can use HTML editors such as Front Page or Dream weaver, or you can use notepad.
