What you experienced is more real than you may know. I have had that happen to me and it is scary but what you experienced is called Premonition. That is a good thing to have. I have had premonitions since I was a kid of 5 and the older you get and you can get to accept this gift and don't be afraid of it as it is something good. I believe it Our Guardian Angels looking out for us.
I have been told by people (not my family) that no one can feel anyone staring at me. Thank-you because you just proved that we can feel this and other things as well. I'm glad that you got that feeling as one does not know why he was staring at you and it could have ended up with you getting hurt by this guy. Listen to what is coming from your heart and you will get your answers and you will be okay. You did the right thing by not talking to him and you got yourself out of way. You did good.
This is truly a gift and it is one of many that I have and all of them gifts and its up to you how you choose to use this gift. I mean you have the choice to accept it or not to. I am pretty sure if you choose to accept it you find out in a short amount of time that you have other gifts as well.

There are 3 things to consider here. First, the location. Had there been any strange occurence that happen within and around CNE Building? Second, your aura and spiritual well-being. Had you had bad feelings/bad thoughts in the past 24 hours since this encounter? Third, the man staring at you. If his looks is strange, he might be in a state of negative feeling when that happens. His mind might be pre-meditating something bad to any passersby which includes you.
If the first consideration is negative, and you had no bad feelings/bad thought in the past 24 hours, it could be the man staring at you is in a state of negative feeling. And the message was perceived by you. This happens when our spiritual consciousness is low. We easily pick up the negative signals from the outside.
One suggestion is to silently pray for help from whomever you trust, be Jesus Christ, Buddha, Muhammad, or the Supreme Master Ching Hai. God bless!

I think he was a predator of some kind, either sexual or just a, I hate to say it, killer. Your instincts alerted you, like prey smells it's hunter's scent, perhaps you did too.
The other possibility is that you bore such close resemblance to perhaps, a deceased family member that it was uncanny and he couldn't help but stare.
If that had happened to me, I think I would have asked him what the hell he was looking. Drawing attention if and when you happen to be near predators is the smartest thing to do.
Last but not least (and I hate this one because if it's true it means I shouldn't ever get mad at anyone for anything), some say that when we dislike something about someone, it just means we are recognising a flaw in ourselves, ummmm, how can I put this... we see a reflection of ourselves in other people. Tee! Hee! What is your name after-all?

I had the same feeling one day when Gary Ridgway came into where I work. The creepy felling was overwhelming. I never forgot that face. Then I saw him on TV being arrested for the Green River killings a few years later. Did he look anything this----

Not sure that's it's an ability beyond what any other human is capable of, I think something of your instincts kicked in and told you something is wrong. Good thing too! Humans ignore that sense so much of the time, but most everyone knows of the old "can feel you looking at me" thing...so there is surely something in the instincts that can pick up on stuff.

Creepy? Yes. Supernatural? No. I once had a panic attack when some friends were taking me home (after work, no bar).
It was truly horrific, and to think back I don't know why.
I believe it has to do with a neuron misfire. However, like you, I thought for a few seconds, that they all were my enemies.

No. He probably stared at you because you turned around suddenly. Your sudden fear probably had nothing to do with the man, and everything to do with just some quick chemical change in your body.

I haven't had that experience, but I have had the feeling that I have to get out now or else something bad was going to hapen to me.
I fled the area and came back 30 minutes later to discover a shooting had taken place and if I would have stayed there, I would have been killed.

Were I walking somewhere and the person in front of me froze up and spun around I'd probably look at them too. Then I would walk around them, giving them a wide berth.

Consider the possibility that he looked at you because he noticed you were acting strangely (you said your body froze up in fear). Or maybe he was just looking at you for some other reason -- a coincidence. I doubt there's anything paranormal about this.
And now you mention he looked familiar. That could be another reason he was looking at you; maybe you looked familiar to him too.
