It's a rules engine for business processes.

Rules engines are popular in expert systems (like diagnosis systems) in this case the idea is you can define rules on what should happen when certain criteria are met and from this you can define how requests to a system are processed and the flow.

Rules are declarative rather than programmatic so theoretically the rules are captured in a format that could be moved between systems. In reality I've found very few formats that actually work across more than one rule engine.

Typical applications would be order processing, call center support, technical support diagnosis etc
