Does anyone know any newspapers or magazines that accept comics from outsiders? I have quite a few comics drawn, but I don't know what to do with them. Also, are comics all drawn by hand and then scanned into a computer?

I don't know about newspapers, but recently DC comics started accepting submissions. Comic books are obviously a different medium than weekly strips, but it might be worth looking into.

For comic strips, many people started by posting them on their own web pages- take a look at pvponline and dork tower.

As to how artists work- some draw by hand then scan, many draw on WACOM digital tablets or similar drawing pads.

I f you're serious in starting your own series of comics, I may suggests you try submit your work on Seven Seas Entertainment. They are reputable for publishing both digital and hardcopy comics. If you manage to make up a popular comic, they will help to sell it as well as making the web-advertising for you.

For your second question: people are now moving to the digital way of life, so does comic artists. Digital comic artists, can do their work by the computer using a pen-tablet, and specific comic softwares like Manga-Studio EX. Digital comic artist find it very convenient as it doesn't use paper, cleaning is made cleaner without eraser stain. If you plan to start off with a pen-tablet, the cheapest can cost around USD$30 (before tax)

Still, there are also those would go the traditional way, by hand drawn, then scan in to the computer. I am one those traditional ones who use scanner after drawing it by hand.
