Well, I'd have to say no. Because we are in front of the opposite sex in bathing suits all the time and i don't see what the difference between it is. I mean for some reason we would THINK it was slutty just because of the term 'underwear and bra' but really, its just the same as a bikini.

Take your time, please ... there is plenty of time for the "Grown-Up" Decisions on whom to kiss, or date or become a loving couple with in the years to come.
In any case, if a girl is THAT young, she should ALWAYS be chaperoned and in a Group of kids that age .. and NOT allowed to get down to her Underwear and Bra ... that is just wrong! I'd be SCARED if I was her Mom (and as a Long Term Single Mom myself ... the rule in my home for my daughter was that she was not allowed to date one on one (without chaperone) until she turned 18 -- I was NOT going to see my daughter become a 'statistic' of what bad things can go wrong -- given how boys act nowadays).
