Assuming monitor is connected to PC firmly, then the problem is more likely hardware than software so no amount of reinstalling will give a picture.

Does PC beep at all on boot ?
DO you hear the windows sounds as it boots if you leave it ?

Need more info to try to help you

you shouldn't have to format your PC. it sounds like either you have a bad monitor or graphics card. try hooking your monitor up to another computer and see if it works then. otherwise you will have to either clear the CMOS settings or just buy a new monitor.

i think its bocz the RAM, when you machin is not giving display the monitor light will not trun to blue,

remove the ram and trun the system on and check of it's giving continues beep, if yes swith of and put your ram and then power on and check for dispay. or change the ram.

and it's restarting bcoz of ram.
