It has something do to with the greeks or romans.... There dogs and cats used to be on the roofs of their houses and when it started to rain they would jump down and there would be a bunch of dogs and cats falling from the skys.

if you want a serious answer it dates back to the time when people made their roofs out of straw and the animals used to lie down in the straw, especially in the wintertime, as it was the warmest place they could find. When the rains came, the roof would soften, and the animals would fall through. Hence the saying, it's raining cats and dogs.

yep, the old thatched roofs where the animals used to sleep on the roof to keep warm. When it would rain hard, the thatch would get soggy and sag, and the animals would fall into the house - raining cats and dogs.
