A lot of apartment buildings that use to furnish water have started billing for water. They just set an arbitrary number based on sq ft or number of bedrooms or whatever. Landlord collects and probably even makes a profit.

At least you are getting a separate meter and will be paying the utility company. So you will only be paying for your actual usage.

Read your lease agreement very carefully. There is probably verbage in there that allows a change in who pays for the water.

As stated, if it's included in your lease, he's responsible. Tell him to restore immediately or you'll file a complaint both with your local Real Estate Commission and your local health department. You cannot properly use this property without water. Also tell him you are withholding rent until the water is restored.

Unless, he can show that you have been illegally doing things, like washing other people's cars or laundry, he doesn't have just cause for disrupting your service.

If it is in the lease that he is to pay the water, then its on him. You could take him to court over it. Before you go to that extreme, you should show him in the lease where it is agreed, he will pay water.

The city is probably telling him to put in the meter, so they can keep watch on how much water people use, and he may have to turn it off on conservation says, however, he should give you written notice he is doing such thing.

If he is turning it off for no reason but to save himeself money, file a complaint against him.

Gotta read your lease. The answer will most likely be in it.
