Have you ever seen the irony in that we have extensive legislation on how to manage our individual and collective rights, yet we still cannot manage to provide for our brethren?
However we are all outraged when CoCo the terrier doesn't have fresh water.
The problem is that we see animals as helpless and mankind as capable, when in fact not all mankind is able to provide for themselves, whether it is do to illness, disability or circumstance, not everybody is able to find food, not everybody is able to protect themselves. Not everybody can be a fully functioning and productive member of society. However in those odd cases we see those people as less than human, and less than animal. There is something very very wrong with us.

Youre question isnt asking about rights, its asking if people should be protected and cared for.
Animals arent supposed to have rights as rights come with responsibilities. Where protection is concerned, animals are to be treated like children-they are to be protected and cared for, not abused.
Humans have rights, with rights comes responsibility and with that comes the ability to fail.
I do think that we should give a hand to people who try and fail, but not those who fail without trying. That is my personal belief and something I do though-I would not force it on others. Just dont expect much help when you need it if you dont help others when they need it.

Liberals think so...they also think humans should be able to hump on lawns and sniff each others hiney's..lol....this was a silly question that deserved a silly answer.
I don't see a lot of people carrying bowls of food and water into the jungle to feed the animals...so I guess it's just the minority in captivity that would enjoy those "rights".

Human rights must be protected by the government so that people will have food and water that must be readily available to them when needed.

Animals have no rights...they're property. The treatment of animals is governed by laws designed to protect people's sensibilities. You don't see police arresting predators for eating other animals.

We have those rights and those who deny basic care to those who can not provide for themselves are charged with neglect .
To the degree that the individual was neglected determines the severity of the charges .
People can not be denied food and care .
All you need to do is go to a hospital and care will be provided .
Go to any police station and let them know you are unable to care for yourself and they will take you someplace to be cared for .

If they could make animals make them money they do....
