How do I create a non-web-accessible folder on my web server?

I would suggest a .htaccess file,they will still be hosted on the internet but password protected.

As the above answer said, we need to know if it's Apache, IIS or something else.

Usually though a folder is not web-accessible unless you specifically decide to make it accessible.

Is it an MS IIS server or a Linux/Apache server. Details like this would help.
