I'd replace with a used one from an auto re-cycling yard or a new OEM replacement.

If you get a used one remove the large plastic push washers carefully so you can use them again. Take the used pad to a car wash and clean both sides. Put some plastic bags in your trunk to take it home and let it dry in the sunlight and air for a day. Re-install when it's completely dry.

Actually the pad is in there for noise suppression and to keep the surface of your hood as cool as possible after you've driven it. I had a 69 427 Chevelle which I completely removed the unsightly under-hood pad The paint on the top surface of the hood was never damaged by the header or motor heat.
