No. I have never been tickled non-consensually in an extreme way for that to happen and all of the tickling encounters I do get involved in are fun, playful and respectful of desires and limits.
Personally, I do not like the idea of tickling somebody until they pee because I believe that tickling should be fun and respectful for all parties involved - not a source of humiliation for the person being tickled. If I did that to my tickle partners, I would never have any repeat encounters.

Just out of curiosity, I agreed to let someone do that once, only for some reason it didn't work.

I have been tickled enought to do that my girlfriend did that, and then i got mad at her.
