Hmmm.....flattery huh? Well, to flatter someone could depend upon the mood of the intended target of flattery. In any case, flattery involves changing the mind of another to benefit yourself. Usually most motivations of flattery include a self interest of some sort (or so I have found). Interesting question, but maybe a little lithium to brighten their mood in order to allow the intended target to "receive" the flattery positively (haha).
To flatter someone would depend upon the individual and what they would consider "flattery". So flattery is relative to the personal preference of the targeted individual and the objective of the flattery.

I agree with the other postings. I will add that if you look for something nice to say, you'll find it.
Compliments given on a genuine basis of respect and admiration and said with honesty are usually accepted quite well by probably all of us.
Find out more about people by asking them about themselves and you'll find all the material you need to be flattering and complimentary.

1) Ask a lot of questions about them.
2) Listen attentively to them talk about themselves and take a true interest (look them in the eye and occasionally repeat to them what they have told you, but rephrase it and let them know you are impressed or at least enthralled).
3) Do Not talk about yourself.
If you do the above they will think you are the most charming person they have ever met.

Exaggerate their strengths, tell them their weaknesses make them the most special person on the face of the planet and lavish on them your undivided attention.

Always be honest with them. Then compliment them (honestly, of course). If they think you're honest, they'll think you're sincere, and the compliment will mean a lot more.
