as long as you condition the water before you add it to your tank, it doesn't matter what you use

you should to a 25% partial water change weekly with a gravel siphon as well

If fish are in it, you need to make sure you de-chlorinate any water before you add more, with the chemical treatment you buy at pet stores. Use a gravel vacuum cleaner thing, and if you have algae build up you can purchase cheap algae cleaning brushes from the pet store.

But as for water it really doesn't matter what kind you use.. and long as you treat it correctly with the stuff.
and only change about 10%-25% at the most at a time.

Your best bet would be to go to the pet store and ask them what you need to do, they can show you what to get.

It probably won't cost more than 10$ all together for all that stuff I suggested.

I would recommend not doing it with drinking water (if you mean bottled) because the fish need oxygen dissolved in water and tap has more then bottled because it is exposed more. For a 13 gallon tank you need one of the bubblers in there in order to oxygenate the water more efficiently then surface area alone. Regular goldfish and many pond fish can easily live in water with little oxygen, but more exotic fish, especially salt water fish need more water. Also, do not heat the water or leave it in a hot area because that causes oxygen to escape.

I have never heard of anyone using Tab to fill a fish tank before. I use RC myself.

hmm , my friend have a fish tub but he doesnt clean it only every 2 months because he use this filter device and this oxygen device all he does he put food .

isn't tab like coke acola i'd stick to drinking water.
if you meant tap then drinking water will be fine
