Since she's not you actual sister it's a fair question.
The best way to deal with him to lay out some rules and say if he can abide by them then he has to stay elsewhere.
Also what is with the support of kicking in the nuts? You do realize if you hit someone, they are entitled to hit you back. So unless you wanna be hit, don't hit others and give them a reason.

Talk to your cousin and tell him the rules and regulations that he needs to follow. If he chooses not to follow the rules, talk to his parents about the situation and he can stay somewhere else. There is no need for you to "kick him in the nuts." If you choose to get into a fight with him physically, you need to be prepared for him to hit you back- unless you are giving him a good reason to do so.

I dont really see the problem, she's not actually your sis, so maybe he's attracted to her, whats so wrong with that, just dont want ur cuz dating your friend? I mean, even if he was serious I just see nothing wrong with him wanting your friend, it would be wrong if he wanted his actual cousin but not her.
