In choke applied condition you are choking the car, some allow more gas to the engine and some allow less air to the engine, depends on the design. Either way engine gets richer mixture, that ignites easily.
Cold start is the main reason for having this equipment on all engines, some are automatic or semi automatic. Looks like yours is manual and after 1/2 to 1 minute(or as needed, depending on the weather condition) of riding the scooter you should unchoke it, unless it is semi automatic and would release itself, if you forget it then it will flood the engine and engine will not run, or you get poor gas mileage, this can cause the engine to get dirty and you may need expensive, overhaul or rebuilding of engine.
If it is set correctly and use correctly per instructions in the manual then it should not harm the engine.
Should be used as needed, in very hot weather it may not be needed. By same token in real cold weather, it may be needed, to be use for longer time even up to 5 minutes or more after starting.

Did you actually read the owner's manual for the machine? The idea of the choke is to enrich the fuel/air mixture. You need to do that because the fuel has a difficult time vaporizing when the engine is cold, and so you can't otherwise get quite enough into the engine to get it to start. Once the engine is warmed up, you open up the choke. If you don't, you'll use too much fuel and you'll have very poor performance. And you'll foul the spark plug, among other things.

Using choke is just to trigger the sparking process. Regularly using choke will reduce the life cycle of choke and there is no harm to ur scooter.*

The choke is just a valve in the carburetor which allows the intake of air to be reduced for cold starting. Reducing the air intake, increases or richens the fuel mixture (more gas, less air).
Some engines need to be choked when cold, so its not hurting your scooter.

choke is actually used in cold climates,, if u use choke the ratio of fuel to air will change,, the fuel %age will be more to suit the weather conditions, when u use choke the fuel intake will be more,, thats it and nothing harm in using choke,,
