I just moved into a house, i am renting. There was a family that lived in the house prior to us moving in but rented out the basement to students. The landlord that bought the house turned the entire house into student housing.
Heres the deal
My lease started on the 6th of July. When i got to the house the landlord hadnt started cleaning anything. They had not even been to the house yet since the previous people left.
Is it right to ask the landlord to:
repaint my room
carpet clean or put in new carpets

I am just concerned because anything the previous tenants left behind I could be living in...

Yes, repainting is a requirement , and at least, steam cleaning to carpets. Here is the other B.S. ...........when you move into student housing, they believe you will accept what they hand you. You have already been there since July.............maybe steam-clean and re-paint and deduct it from rent. Take pics, and tell the landlord it was necessary. Deduct it from rent.

If they protest, show pics. All upgrading by tenants is legally acceptable by tenants rights. Good Luck, Sweetie!

Maybe you can negotiate - show photos and ask for a fair deduction for repainting and steam-cleaning and then do it on your own and as you wish. Or if the carpet is a big problem - how much the landlord is going to give you to buy a new carpet - he should give what a cheap carpet would cost and you should cover the difference if you want a fancier carpet.
Both parties will be happy. But it is necessary to negotiate any deduction BEFORE you put money and time in the cleaning and fixing or buying anything.
