I fire cracker is black powder wrapped in paper and cardboard. The trick is less is more ... there needs to be airspace so it makes a big sound rather than a big burst of light. You can Google the recipe and for tricks such as an additional adding water process.
PS Gunpowder is safer to work with than match heads ... all it takes is for two heads to rub up against each other for pre-ignition. Stay safe.

It is not illegal to make one (unless you are producing them commercially). It is however illegal to have them (store explosives) or to ignite them out of season.
Most easy recipe it:
Put a fast burning substance in a tight container. Ad a fuse.
Theoretically you can make a weak firecracker by rolling the heads of matches in a piece of newspaper. Tightly
