Dirty water is to fish as air pollution is to humans. Basically without good water conditions fish will die much earlier than if they were properly cared for. Bad water can kill a fish in 2 hours or less if it's bad enough.

depends on what you mean by dirty. Dirty, as in contaminated with a whole bunch of nasty by products and dangerous chemicals? then yes, massive die offs. However, some water can be dirty looking and nasty, and still have thriving fish.
