Water clarifyer will take 24+ hours to work and will make the water appear more cloudy.

For cloudy water it is generally caused by ammonia released by dead fish, dead plants, or over feeding. It can also be caused by eliminating nitrifying bacteria (beneficial kind).

Fist thing to do is to test the water and find out if your ammonia or nitrites are high - if they are do a 50% water change imediatly and proceed with a 25% change every 2 days. You also need to ask yourself what could have happened.

If this is a new tank it could be cycling. This will cause the water to get cloudy but will go away eventualy. If you have fish in it and it's cycling do a 25% water change every 2-3 days to keep the ammonia and nitrites in check.

You're seeing a bacterial bloom in the water. It's not harmful, but does indicate an imbalance in the tank. I would suggest a 25% water change as you clean the gravel and don't feed the fish for a day. The haze will clear in a few days as the bacteria grow on surfaces in the tank instead of in the water.
