No, it is not a rip-off.
There was a situation that arose a few years ago that involved the dishonesty of a man who headed the Monopoly game, but that's another issue; and that situation was handled properly.
People DO win. You can get a list of all the major winners after game promotions end.
The problem is, your ODDS at winning a major prize are VERY SLIM. I collect lots of pieces too. I even send many game piece requests to the game piece center in Young America, MN. And guess what? I end up coming ONE piece short for every major prize. The thing is, there are only a select few winning pieces among millions and millions of pieces floating around in food containers and newspaper circulars.
The way winning pieces work is like this: For example, B & O Railroad may be the winning piece for a major prize. There will be an ABUNDANCE of all the other railroad pieces, but only a couple B & O pieces.

I always win free food, i never win prizes, i like the monopoly games to get free food like ice cream or a small breakfast they offer on the sticker.

i think one piece of the big cash prize is the least rare piece, and everyone gets it so they are like "oooh one piece to win i need to keep spending money at McDonalds" yeah i think its a big rip
