They are very small, but they are the only birds that can "hover", like a helicopter, meaning just stay in one place, because their wings can go back and forth....therefore, I say the symbolic meaning is "small but powerful and very agile, and better at flying than the bigger, stronger birds". Maybe also magical, as most birds can't hover or fly backward, (which is required in a hover).
