The aloes tend to have babies when they are in full sunlight, make sure to repot it in a terra cotta pot, then water it seven days after repotting it giving it a chance to settle in it's new home, i ussualy have new ones popping up from 3-4 months after they are repotted, i had an aloe plant that is about 4 years old and has a gallon of gel and is still not producing pups, then one day when i woke up it had three babies, or i think you should put it in some fresh soil because i think the soil it's in right now is not nourrished enough, be patient it will have babies some day and when it does: wait until the babies reach 4 to 6 inches before repotting and when they do unpot the plant and cut the aloe baby of the mother plant and put it in soil it takes usualy a week before the newly repotted baby settles in.

Hi Morgan, It could be that it is still too young, however, that is unlikely because they do tend to reproduce quickly so your problem may be that it's house is too small. Try repotting in a larger pot with potting soil intended for cacti. Use a fertilizer with a 15-30-15 ratio and give it lots of warmth and light. Hopefully you will have babies soon afterward.

The secondaries (fragile ones) are the babies, just snap them off as far down as possible then plant them. That simple ^^
