I saw an interview with an American tourist in Mexico. They asked if she was afraid. She said she had never been through a hurricane, but she didn't see what the big deal was with some wind and rain.
That's the reason some people don't prepare. Not because the people think the government is a savior.

In our country many will not prepare because our government consistently comes in and gives them funds even when the ground they live on is never safe from any future hurricanes. If an area of the country can not be safe from say a 200 year storm we should not allow people to rebuild there or if they do we will not pay them with government funds for any loses.

Most people prepare as best they can--it would be foolish not to. But, as another poster said, some don't have the money or the means.
The tragedy in New Orleans wasn't due to "not preparing"; it came because the levis gave out and flooding that most people never thought would happen, did happen! And then, our great American, bottom-line, insurance companies refused to pay.
Part of it was failure of infrastructure--something we can't repair or prepare in a couple of days. And FEMA was sorely unprepared--and that is a Federal agency that is meant to "help" in any kind of emergency--at a moment's notice. FEMA should always be ready to go! (God forbid we are ever attacked with a nuke....we'd be "on our own"!!!) If FEMA had operated properly and in a timely manner, the disaster of New Orleans would not have been as great as it has turned out to be. Their failure was NOT due to people in the way of the oncoming storm not "preparing because they thought the Federal government would take car of them." It was an agency failure!!
I have always thought that those people who don't "board up" and/or get out of the way of a hurricane (if they have the means...) are foolish. I've seen interviews with people in Florida who seem to think it is "brave" to "ride it out." Foolish, macho posturing!! (And some could not be interviewed because they died! So much for "bravery".)
So, ideally, people prepare, and our government helps. Ah! in a perfect world.......

If they were paying attention to the Katrina lack of preparation and the aftermath, and I suspect they were, then they have no excuse for thinking that the govt will save them. They know that it won't.
But they did see some pretty hefty checks flying off the presses paid to the order of "hurricane victim".

Chi, first off, they're on islands! The storm is 100x bigger than the land they live on. Come on man, levees. I think they more worried about their home land sinking.
Secondly, if people haven't learned to evacuate an area in danger of flooding that's their own fault. Personal responsability, it needs to make a come back.

in case you reside interior the u . s . a ., obviusly you going to pay attention information approximately Texas and Florida. yet no longer too many information approximately Mexico. yet Mexico recieve each and all of the years hurricanes, we already for Dean.

It is true. Americans need to learn to be more self-responsible and also, more helpful to those neighbors who cannot fend for themselves for whatever reason.
Just the opposite attitude is taking hold among the majority, however.
Why? Because as you implied, the democrat party is constantly re-enforcing the idea that as Americans, we shouldn't have to.
Go figure....

And why do taxpayers have to pay all these people for their priviledge to live by the beach. They rebuild, rebuild,rebuild even though they know it could happen again. They should eminent domain the coastal areas for the safety of everyone. Make them parks or whatever.

Most don't do anything . Some buy water and some to take precautions but most just set in their little cardboard houses and then want a Brick one after. i went through two while i live in deep south Texas.
