Make two albums... one with cards and letters from all her friends telling good stories about good time shared with your mom in law. Ask the "card list" to send a picture with her and themselves, if possible and a letter (preferred), with details of fun times remembered, or a card. Put them in an album, arranged nicely with the letter, picture, cards, etc. I put the family letter/pictures at the beginning of the album.
The other album can be divided into seasons of your life.... with the first 15 years, = her childhood. second 15 years, = probably youth until she married/ with children... third 15 years and maybe put a few pictures in the "winter" of her life, but don't "full it up", as she is only 5 years into the winter .... or whatever you want to do...and put special pictures from her entire life into one nice album.
With my sister, we did the letter/picture/card book and a "Seasons of Your Life" with Spring = first 20 yrs Summer = second 20 yrs Fall - third 20 years, (she was turning 60, and has everything) and so the winter section was entirely blank, except for the picture we took at the party. You can take the picture with a digital camera, stop by the local Walgreens and print off a good picture for the album before you get to the house, from where ever you take her for dinner. Better bring tissues, because she will cry from appreciation.
Note, I sent a letter to all her friends, with her husband's help, and made the letter from him, asking for a letter/picture but no gifts.
It is a labor of love. Everyone I know that has a "friends" album, just love it. I did one for a friend's 90 th birthday, too.
If you have a party with friends, you can take pictures of them with your mom, put their cards and pictures in the album, and she has a great memory of all her friends (this is if you don't want to send out letters asking for pictures).
Perhaps you can expand these thoughts into something even more special for you mom.

Maybe a gift card to her favorite store, that is the only way you can't go wrong with someone who has everything. That was she can pick out something that she may not have. Good Luck!!!

Give her a coupon for being "queen for a day." Let her choose a date in the next month, and take her out to get her hair and nails done, then out to lunch or dinner, and a movie/play/concert. That way she gets a great day, and you will be showing her how much you care about her by taking an entire day to spend time together!

I know it sounds cheesy, but let her pick a day where you can go over to her house and kinda be her butler or whatever. Or take her out shopping or for a spa day just let her pick an activity, and you go long for the ride. Just spend some time with her and make the day special.

Nice picture frames are generally enjoyed as gifts; I buy crystal ones from Mikasa at most outlet malls, prices from $15 to $100.

older people like photo frames, so if she likes silver choose a silver or pewter photo frame or a brass one iF she likes gold. Another idea is a nice selection of bath and shower products in a basket or nicely presented box. Of course if none of these sound good a nice lunch or dinner out at a restaurant could be good.

askkate's suggestion for a spa treatment is a good idea. For Mother's Day I ordered some stuff for my mother-in-law that was personalized with her name on it.
