Make eye contact...

If she smiles, you smile back... or if she looks enterested you smile...
then walk up to her and compliment something... but nothing sexual (u know) like compliment, jewelry, or shoes... whatev
then if she acts not enterested or looks at you like your a complete freakiziod, walk away and forget about her for good.
If she sounds enterested start a conversation about, well any stupid thing, like, the color of jewelry she's wearing.. WARNING: dont start talking politics!!!!
then maybe u might get a #

It depends on how old you are and the setting and stuff. I guess it would be weird if you just showed up out of no where and said like "hi, my name is bob" then she'll be sketched out. Find the right timing and setting. You can start casual conversations with her first and THEN introduce yourself.

It's better if she's alone, you might be intimidated in front of her friends. Just say Hi, your name, etc. Or make up a question that would have to do with her. Like if your in line for movies ask what movie shes seeing and stuff.

How about make eye contact and smile.

Notice something about her and say your nice and compliment her. See if you can buy her a cup of coffee or a coke.

I am painfully shy. Luckily I met a nice one and we got married.
