Since this stamp papers relates to an immovable property they must be registered under the Registration Act,1908 with the sub-registrar or tehsildar of the district where this property is situated. You can apply for the certified true copies of these from the sub-registrar office & use these for future transactions.

If you have lost them in a fire accident, these "property documents" have probably been burnt to ashes and irretrievably lost. However, there is no need to panic and you can get copy of the deed from the sub registrar's office where the deed was registered. Pl consult a lawyer about an affidavit and a news paper publication regarding the loss of documents , so that the copy obtained from the sub registrar can take the place of the original (now irretrievably lost) in any property transactions. Hope you do have the property tax , electricity bill, water tax paid receipts.

u can get duplicates from the same registrars office where u got them registered. First file a FIR with police and then approach the concerned sub registrars office.

The Sub-Registrar concerned will give you a certified copy or the duplicate copy. That will take care of your all requirements including sale/transfer etc.

I suggest you contact your county clerk's office. Usually such papers are filed with the county or city.
