May I suggest that you are in error about the subject of Federalist Paper 10. This was written by James Madison continuing the thoughts of Alexander Hamilton in Federalist Paper 9. Hamilton was writing about the utility of the Union as a safeguard against domestic faction and insurrection. He concluded his thoughts by referring to Montesquieu and suggesting that the very size of the American Union would be a bulwark of security from outside actions and for liberty within the borders of the country.

In Federalist Paper 10 Madison made an analysis of the nature, causes, and effects of factions. Noting that factions are a product and price of liberty, he (through his writing) searches for ways to control rather than suppress them, and finds the best of these ways to be a system of representation and an extended territory. He, like Hamilton, looks to the extent and proper structure of the Union for a republican remedy for the diseases most incident to republican government.

This is not supportive of majority rule but rather representative government in a republic.
