yes, the fin will grow back with a lot of care and patience
and yes he feels pain

First of all, take everything out that has sharp edges to it, otherwise all the treating will be for nothing

you need to do daily waterchanges of 15% and add a aqarium salt solution to keep other diseases away from him

1/2 tablespoon aquarium salt dissovled in tank water (which you take out of his tank), added daily after you do the waterchange

A clean tank is the most important part for your fish right now

Hope that helps
good luck

Is the Betta in a tank by it self? The reason I ask is because if he's in a tank with other fish it could have been another fish who did the damage. If that's the case, keep a close watch. It's har though, because most of this kind of action happens when the light go off.

If your Betta is alone check the tank for sharp edges. Turn them around or take them out so this doesn't happen again.

You Betta may heal it shelf. Most fish do.

Keep an eye on things.

there isn't a lot you can do. you can take him for an operation to cut the fin cleanly off to avoid infection and help it grow back better but its really not necessary.

nobody is sure about the pain thing -- nobody has ever really experienced being a fish. usualy if he is holding his fins up he is feeling fine so don't worry too much about how he is feeling unless he is clamping his fins and looking droopy.

my advice would be make sure you keep his home super clean for a while to reduce bacteria that might infect his fin and have lots of patience -- it will grow back but not over night.

Fins will heal and grow back as long as they haven't been torn away to the skin. Unless you have experience in surgical techniques, I wouldn't risk cutting off the fin yourself. You may inflict more harm than the good your intentions would be. He is going to get an infection from the wound, so you need to treat him with an antibiotic, such as Maracyn-2 according to directions. As fish can't talk to us, it's hard to know what they feel.

the fin will heal by itself eventually.
