Hi, I love to decoupage & glass can be a bit tricky. I have found this glue works really well:

Another great one is :http://www.joann.com/joann/catalog.jsp?CATID=cat3268&PRODID=prd26527&source=search
Try this trick especially if you are using photos you don't want to damage: put the glue on the glass, find a tissue type paper to adhere to the glue & glass (kind of like a background, can be seen if you want so you could pick the colour you want to make it all match). You want the paper to be thick enough to absorb the glue & stick so you can then place the second glue I suggested onto the paper & then the pictures. Scrapbooking sheets work really well to for a background to adhere to.
I hope you find this helpful. I have used the second glue to adhere photos straight onto glass. It does work w/ a little patient.
So the order would be: glass, glass glue, paper, glue, photos. Make sense? I hope so!
Good luck!

Go to the craft section of any store and get this stuff called "Mod Podge" it's specifically for stuff like this. It dries clear. What you do is take a little paintbrush and paint it on the back of the picture and then you take the stuff and paint it over top of the picture onto the glass. It's very safe, acid free and all that, but I did find that if you use it on pictures that you've printed out off the computer it tends to run the ink a little bit because printer ink is not waterproof. I use it on everything, it's called "decoupage". You can get it in a gloss or a matte finish. And it's pretty cheap too, couple bucks for a big ol jar that lasts forever.

If the vase is cylindrical, try lightly rolling the pictures over the edge of a table first to give them a bit of a curve so they fit better. I don't know how to affix the photos so they will not be damaged, so I highly recommend making some color copies of these photos, then attaching those. Attach the copies with jewel or gem glue, or use clear mailing tape. Jewel or gem glue (it's sold under both names) is designed to stick things to slick surfaces. It should work, but you'll need some way of holding it until it dries.

Are these pictures photographs? If so, take them to a quick-print shop such as Kinko's or a photography shop that can make color "copies" (like a Xerox copy). Use those paper copies for your project. I would suggest using a smooth finish, cylindrical vase. Apply the picture with a decopage glue. Your photo will stay in tact. However, the picture covered vase is permanent.

Alice in Wonderland - Have everyone dress as their favorite character or wear crazy hats. You can serve tea and cookies that say eat me. You can do alot of things with this theme Pink (Or any other color) - This is a really easy theme but would look really great. Get all your decorations in differnt shades of pink. Tell all you guest to wear pink. Almost everything for a sweet 16 is in pink Limo/Hotel - Some girls like to rent a limo and go all over in it and I have seen some girls rent a room or two in a hotel so they can have a sleep over and be able to use the hotel pool and go to the mall etc.. appropriate for a small group.

Have you tried spray glue like 3M Spray 77? It is available in your local craft store or a store like Home Depot.. It is recommended to attach paper to glass. As others have mentioned, only use it on COPIES of these valuable pictures!!!!!
