You must be on the birth certificate.
In the US, you can not get a passport to leave the country without the signature of the other parent, so here the answer is no. Many judges do not allow the custodial parent to leave the town, county or state if the visitation parent files a court motion to protest the move.
Talk to an attorney. There are several ways of thwarting this in the US. You could file for custody even though you have no desire and that would tie her up in the court for a year or two. You would agree to drop your petition for custody in agreement for her dropping her desire to leave England.
Bargaining, that's where it's at.

physically yea, she can but it's illegal to do so without your consent. When I had to travel between host family and my parents I needed parental permission, a legal letter regarding my situation with school etc etc...she may need the same thing.

I think it really matters on who has more custody.So,if you have more,the answer is no.But if she has more custody,I think that she can do that.
