Depends what type of tutu your after.
I make tutus for people who are into the "alternative lifestyle"
Most of the time, tutu's are made from either a soft tulle or a little bit harder tulle.
(Harder tulle is better as it "sticks out" if you know what i mean)

They are usually tulle, like a soft tight mesh netting. At leas that is what the classic tutus are and were made of. I was a ballerina in my youth. Today they can be more elaborate, but a trditional tutu was soft netting tulle.

I dont know but it cost me a 50 dollar donation to the Houston Ballet to make one that they used.
