Both ways can be in your favor....for instance, when our 3 children were little and my husband was at work, they would make such a mess around our ENTIRE 3 bedroom apartment. My husband worked odd hours [he's a carpet installer], so he came home anytime between 2:00pm -9:00pm. We would always check out our 2nd floor window to see when my husband was coming home in his brown Ford Van, and as soon as I heard his loud engine coming into the parking lot ...I would run to to see him pulling in and before he got his van parked, I would yell to the kids, "Dad's home! Quick, clean up!'' And we would all scurry around cleaning up
just in time before he got inside. It's incredible how fast one can clean up, [with the help of one's children], when you're afraid of you're man coming home and calling you lazy and then divorcing you. So in this example, it always was better to look like we were DONE working. I was not lazy at all, though...but if I cleaned up at 3:pm and my husband didn't get home 'till 6:pm, the 3:pm clean up would have been a waste of time. With 3 children messing up our home, I would have been cleaning up every hour of the day.
On the other hand, I was hired by our Superintendent to vacuum all the hallways in our 14 storey building twice a month.. and after I get down to maybe the 6th flloor, the upper floors that I just completed are already dirty again with lint and garbage, by our ''WONDERFUL'' tenants. So in this case it would be better that I am caught in the act of working [it would
be better to look like I was working]. So, what I do, when I write out the bill and date after I vacuumed all hallways, is I write down the names of the tenants, that saw me while I was vacuuming, as witnesses.

It's better to look like you're working. Well, of course it's better if you actually have stuff to work on cuz your two options would be way boring.
If you look like you get stuff done too fast, poeple might wonder if it's satisfactory, or if it's something they could give to someone else, because it's not a lot of work...hense they are paying you to do something someone else could easily do.

Avoiding work is unacceptable, so either choice is a poor one.

I prefer the police officer do the job, not just appear that way.
I prefer the doctor do the job, rather than just appearing as having completed the task.
I prefer the air traffic controller do the job, rather than appearing to look his s/he is working.
And so on.

Of course, if you don't want to do the job, perhaps one's intellect isn't as sufficient as one would like to believe.

To "look" like..(.implication, fake), just doesn't work (no pun intended) at the end of the day. If you were working, you should have finished the work; if you truly finished the work, there'd be no need to "look" like....oh, phooey!
