Despite being in support of the Iraq war and the current effort of nation building, I believe the stated idea is rhetoric. Every war the USA has fought had its public reason and its real reason. In general, the strongest and best reasons for a war often are so hard to explain without offering everyone 30 advance college credits on the subject that other plausible and appealing reasons are put forward. The war was only indirectly an anti-terrorism fight as in the long haul, a stable democratic republic at the site of the caliphate of Baghdad and in the seat of the Arab world would be a catalyst for positive change there. Otherwise, a BS-free analysis of the war would show that the primary reasons for fighting it were:
1. the what proved to be mistaken belief that Iraq had WMDs, 2. that the Baathist regime was destabilizing the Middle East, 3. the open-endedness and high cost of patrolling the no-fly zones which included the desire of Saudi Arabia and others to have the USA military somewhere other then within their boundaries, and 4. the apparent inability of the UN to apply its own declarations on Iraq who had been effectively ignoring them for many years.

Nah, most likely they'll be too busy in their own power struggle for control of different areas of Iraq between warlords and religious sects to care about coming over here.

They will probably fly into Mexico City and make their way to the Arizona border where they can easily cross near Sasabe. Then, they can get a ride to phoenix where the rest of the sleeper cells are.
