It could be anything but I would try the following first:

1. Check the dial in number
2. Check your username/password
3. Try a different modem

Sometimes a modem can stop working, but appear to work, just not dial in, if it gets a power surge across it.

Your first problem is your Internet Service being Dial-up
2nd your Internal Modem may very well be cooked.
They are very cheap, under $30.00 AND THEY PLUG RIGHT IN.
Please don't misunderstand but you are 3 Operating Systems behind, not to mention how unreliable Windows ME was.
XP is and has been the most stable that they have ever done.
I suggest you buy an Up to date Operating System and look into one of the DSL services they can be had for under $20.00 bucks a month, for the 1st year shop around.

uninstall the modem and try to reinstall. ( what is the model ?)
Check whether your telephone is Pulse or Tone type. This has to be selected.
Open Device Manager. Select the dialup modem.
Click properties. Select Diagnostics.
If you get an error message please add details here.

dial up is your problem..get broad band and someone will come round and set it up on your computer for you..!!

Really..broadband is worth investing in..!

also try unplugging the modem..leave it and then plug it back in again..!
